asked the Minister of Housing and Local Government in drafting his intended legislation to ease the burdens of ratepayers, what date he has proposed for the changes to come into operation.

Since the hon. Member put down his Question I have introduced a Bill to help domestic occupiers in two ways, by entitling them to pay their rates by instalments and by providing rate rebates for those of limited means. This should be in operation during the next rating year (1966–67).

The changes in Exchequer grants which the Government are planning will be the subject of a second Bill, to be introduced early next year and take effect in 1967–68.
