asked the Postmaster-General to what extent the indefinite delays experienced by British exhibitors at the Paris Air Exhibition from 10th to 22nd June, when seeking to make telephone calls to London, were caused by factors within his control.

Not at all, so far as I am aware. The equipment in London, which received these calls along with all others from France, was carrying traffic normally over the period of the Exhibition.
