asked the Minister of Transport why Mr. J. S. Wagstaff of Brampton Cottage, Chapel Brampton, Northampton, had to pay £17 10s. instead of £15 for re-licensing his vehicle 8BBD, the licence of which expired on 31st March, 1965.

The new rate of duty is payable on any licence taken out on or after 7th April. Nevertheless instructions were given to the authorities concerned that any licence properly applied for before the announcement of the Budget increase could be issued at the old rate. I understand that the application which Mr. Wagstaff made by post was received on 8th April, and it bore a postmark of 5.15 p.m. 7th April. The new rate of duty was, therefore, payable.
