asked the Secretary of State for Foreign Affairs what is the function of the new United Nations Institute for Training and Research; and what information he has as to the effect of the Institution on the transformation of the present organisation into an effective peace-keeping body.

The purposes of the proposed Institute are to train personnel, particularly from the developing States, for administrative and operational work both with the United Nations and the Specialised Agencies and for government service in their own countries; and to conduct research into the operations of the United Nations and the Specialised Agencies, especially in the fields of economic and social development and the maintenance of peace and security.

The first meeting of the Board of Trustees has only just taken place and it is too early to predict what effect the establishment of the Institute will have on the work of the United Nations.
