§ Mr. CrossmanI am about to issue a circular encouraging greater use of the method of deciding appeals on written statements, without an inquiry, and suggesting that with more self-discipline by the parties the average time taken by this method can be considerably reduced. I am also considering how to speed up the system of inquiries, whether that means recruiting more inspectors or persuading the parties to accept more readily dates offered to them.
