§ Mr. JayOur policy it to discourage industrial development which will result in further pressure on the labour supply in places where labour is scarce and is likely to remain so. We shall therefore look critically at all i.d.c. applications for projects in these areas, and are unlikely to grant i.d.c.'s for projects which would involve any significant increase in employment.
