§ Mr. BrookeThe Children Act, 1958, places upon local authorities a duty to ensure the well-being of children below the upper limit of compulsory school age whose care and maintenance is undertaken for reward, for a period exceeding one month, by a person who is not a relative or guardian. The powers available to local authorities for this purpose are a good deal more extensive than has been suggested in recent articles in the Press. I see no reason for me to take over these powers from the local authorities.
