38. Mr. Spriggs

asked the Minister of Public Building and Works if he will introduce legislation to make it an offence for builders to use sub-standard material in new buildings and for property repairs.

Building byelaws already contain requirements about the suitability, quality, preparation and application of materials used in new building construction and in structural alterations and extensions. The byelaws are enforceable by penal sanctions. I intend that similar requirements, with similar sanctions, should be included in the building regulations to be made under the Public Health Act, 1961.

The Government propose to consider the need for legislation when they have available the report of a Working Party on this matter set up by the National Federation of Building Trades Employers on which the Ministry of Housing and Local Government and my Ministry are represented.
