asked the Secretary of State for Industry, Trade and Regional Development why British firms were denied opportunities by Her Majesty's Government to tender for atomic energy plants to be supplied and erected in Roumania for electric power generation, in view of the fact that United States firms are now tendering for identical plants; and whether he will make a statement.

Nuclear reactors are subject to the international embargo which is operated by the U.S.A. and others as well as by ourselves. In the view of my right hon. Friend the modification of the embargo to allow the export of reactors to Eastern area countries, subject to appropriate safeguards, merits consideration. Unless and until the export is agreed internationally he would not be prepared to issue a licence.
