Mrs. Butlerasked the Secretary of State for Industry, Trade and Regional Development if, in view of the need to relate regional studies to a plan for the country as a whole and the limited nature in this respect, of the South-East 114W Study, he will require that all future regional studies are arranged in two parts to provide analyses of the problems of the region and proposals for the solution of these problems in the framework of a national plan.
§ Mr. HeathThe form of regional study reports must depend on the nature and problems of the areas concerned. As hitherto, the recommendations of future Studies will fully reflect national policies and priorities. But as the White Paper "South East England" made clear, rather than follow any predetermined "national plan", our policies will be modified when and where experience, or future Studies, show the need.
