§ Mr. WhitelawFewer boys obtained apprenticeships in 1963 than in the record year 1962, though the proportion of boys doing so was considerably higher in Scotland than in England and Wales. The combined effect of the Government's programme for promoting industrial development in Scotland and the enactment of the Industrial Training Bill should be to increase training opportunities of all kinds.
