48. Mr. H. Hynd

asked the Secretary of State for the Colonies how many refugees from Communist China were returned to that country by the Hong Kong Government in 1963; and whether he will seek, in co-operation with the United Nations High Commissioner for Refugees, to change the policy.

Mr. Sandys

1,883 illegal immigrants were returned to China in 1963. Hong Kong, which is already seriously overcrowded, is obliged to restrict the flow of immigrants.

We are in close touch with the United Nations High Commissioner for Refugees but so far no international solution to this problem has been suggested.
