§ Mr. Jayasked the Secretary of State for Industry, Trade and Regional Development to what extent industrial development has been permitted in the London area without an industrial development certificate being obtained where planning permission for industrial building has already been given.
§ Mr. HeathI do not know the extent, but I believe it to be small. A development of this kind can occur only when an industrialist who has been granted an I.D.C. and received planning permission does not use it and the land passes to somebody else. As planning permission enures for the benefit of the land, the new occupant would not need a fresh industrial development certificate.
