§ 31. Mr. Chapmanasked the Minister of Overseas Development what percentages of British Government loans in the last five years were made to developing countries at under 1 per cent. interest and over 5½ per cent. interest, respectively; and whether, in view of the comments by the Development Advisory Committee of the Organisation for Economic Co-operation and Development about the high rates of interest on such British loans and of the fact that 60 per cent, of United States loans have been at under 1 per cent. interest, she will state the policy of Her Majesty's Government in this matter.
