54. Mr. Longden

asked the Minister of State for Foreign Affairs if, following upon the letter dated 10th July, 1964, addressed by the Permanent Representative of the Union of Soviet Socialist Republics to the President of the Security Council, he will once again seek to negotiate the special agreements which, under Article 43 of the Charter of the United Nations, are a condition precedent to the operation of the sanctions envisaged by Chapter VII of the Charter.

Her Majesty's Government's reply to the letter referred to was delivered to the Soviet Government in Moscow on 24th July, and subsequently circulated at the United Nations. In their reply, Her Majesty's Government stated that they would be interested to learn the views of the Soviet Government about how and when to resume negotiations for the conclusion of the special agreements under Article 43. We have so far received no answer to this inquiry.
