PannellSome building work, particularly housing, has certainly been held up, but I cannot say precisely how far these delays have been due to shortages of materials, and how far to shortages of craftsmen. Approximately 9 per cent. of all new construction work consists of offices and shops, and approximately 40 per cent. of housing.
