asked the Minister of Public Building and Works what estimate he has made of the extent to which the shortage of raw materials is responsible for the difficulties of the building industry in meeting housing needs; and what proportion of the productive resources of the building industry 9W is devoted to office and shop building, and what proportion to housing.

Some building work, particularly housing, has certainly been held up, but I cannot say precisely how far these delays have been due to shortages of materials, and how far to shortages of craftsmen. Approximately 9 per cent. of all new construction work consists of offices and shops, and approximately 40 per cent. of housing.
