§ Mr. CrossmanThis report—a fact-finding exercise only—has been submitted. Before I come to any conclusion I have agreed to hear the views of the local authority associations who were represented on the Working Party jointly with officers of my Department. I shall be sending it to the associations very shortly for this purpose.
