§ Mr. BrookeA pawnbroker is forbidden by Section 8 of the Children and Young Persons Act. 1933, to take an article in pawn from any person apparently under the age of 14 years. The question whether this minimum age should be changed has not been raised with my Department since 1933; but I am willing to consider any evidence that changed circumstances require it to be reconsidered.
