asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he is aware of the proposal of the Royal Institution of Chartered Surveyors to rebuild their headquarters in Parliament Square; and whether hon. Members will have an opportunity of studying this proposal in view of its relation to the Palace of Westminster.

The Royal Institution of Chartered Surveyors has applied to the London County Council, as local planning authority, for planning permission to rebuild its headquarters. The council has informed my right hon. Friend that, in view of the position of this building, it feels that it should not decide the application until Members of both Houses have had an opportunity of judging what is proposed. Arrangements have therefore been made for a model of the Parliament Square area, incorporating the proposed new building, to be on view in the Upper Waiting Hall from 15th to 22nd November.
