88W
§ Mr. SandysThe Basutoland Executive Council recommended that (in view of statements made by Mr. Duncan in which he associated himself with a policy of organising violence in the Republic of South Africa) his presence in Basutoland would be an embarrassment to that country and that he should be refused permission to return there.
For the same reason, the Executive Council in the Bechuanaland Protectorate recommended that he should not be allowed to enter that Territory. In the light of these recommendations the Resident Commissioners in the two territories declared Mr. Duncan a prohibited immigrant under the provisions of the law.
Identical action was taken by the Resident Commissioner of Swaziland, where there is as yet no Executive Council.
I support these decisions.
