§ 7. Mr. David Jamesasked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will introduce immediate legislation to empower the National Assistance Board to institute a rate supplement scheme on a code basis for those not paying the standard rate of Income Tax, such supplements, as a reduction in their personal liability, to be paid direct to the local authority by the Board.
§ 8. Mr. Woodnuttasked the Minister of Housing and Local Government and Minister for Welsh Affairs, if he will relieve elderly ratepayers on low fixed incomes, other than those already entitled to National Assistance, by introducing legislation to enable them to obtain reimbursement or partial reimbursement of that portion of their rates, payable in the year 1963–64, and subsequent years, which is equivalent to the amount by which the rates payable in each year exceeds the rates payable in respect of the year 1962–63.
§ Sir K. JosephAs my hon. Friend said in reply to the Question by the hon. Member for Brighton, Kemp Town (Mr. David James) on 27th May, I am sure that before contemplating relief for any group of ratepayers we must wait for the Allen Committee to provide a comprehensive assessment of the facts.
