MacphersonOn the basis of an inquiry into the earnings of widow pensioners in July, 1961, I estimate that less than 10 per cent. of them would not receive benefit increase because their pensions would still be entirely withdrawn, or reduced to the basic 10s. rate where they have this reserved right. Widowed mothers will all benefit in one way or another from the proposals.
