§ Sir K. JosephAs the great majority of local authorities carry out the recommendation of the Ministry's circular of 1955 I do not consider that any further general advice is necessary. In the case of the relatively few local authorities who do not comply either in whole or in part I am satisfied that there are genuine reasons to account for this.
