Mr. Woodburnasked the Prime Minister whether, in addition to short-term measures to deal with Scottish unemployment, he will institute studies by Her Majesty's Government into the fundamental causes of depopulation in the Highlands and Islands and the excessive emigration of skilled and qualified personnel from Scotland, with a view to taking measures to reverse such trends and provide Scotland with an adequate industrial future.
§ The Prime MinisterRegard will be had to those matters in the study of measures to reinvigorate the Scottish economy which the Departments concerned are now jointly carrying out under the general supervision of my right hon. Friend the Secretary of State for Scotland.
