§ Mr. SandysAt exploratory discussions between the Prime Minister of Trinidad and Tobago and the Chief Minister of Grenada early in December, it was agreed to refer the economic, fiscal, and constitutional implications of association to experts for detailed study. Three Commissioners, appointed by the Trinidad Government, arrived in Grenada later in December to study the Grenada develop-44W ment programme, the structure of the Grenada public service and the legal and constitutional aspects. I understand that it is intended to appoint two other teams of experts to consider the economic implications, and local government aspects respectively.
