asked the President of the Board of Trade how many requests for Industrial Development Certificates have been made and rejected for expansion in congested industrial areas in each year since April, 1960; what was the total factory space involved; and how much of it subsequently went to the development districts.

In the absence of any definition of congested industrial areas, I propose to give the figures for approvals, refusals and the space involved for all areas outside the development districts. They are as follows:

In addition to the applications formally refused, many projects were not pursued after discussions with the applicants had shown them that they were unlikely to receive certificates for development outside the development districts. The amount of factory space applied for in development districts following the refusal of industrial development certificates elsewhere is not known.
