Mr. Rankinasked the Secretary of State for Scotland if he is aware of the recent judgment delivered in the Court of Session by Lord Johnston whereby the National Joint Council for dealing with teachers' salaries has been declared unconstitutional; and what steps he proposes taking to set up a new body in their place.
