asked the Minister of Transport if he is aware of the growing practice by which holders of provisional driving licences drive vehicles without L plates and unaccompanied; and if he will introduce legislation to amend the Road Traffic Acts to increase the penalties for persons charged and found guilty of such offences.

Mr. Galbraith

The penalty was increased by the Road Traffic Act, 1962, under which this offence also counts under the "totting-up" provisions. Over the three years 1960–62 there was a decline in the number of learner driver offences brought before the Courts.
