HC Deb 04 December 1963 vol 685 cc175-6W
58. Mr. Owen

asked the Minister of Transport what reply he has sent to the Northumberland branch of the Rural District Councils Association following their representation about the provision of financial aid for public conveniences at lay-bys in their area; and whether he will make a statement.

Mr. Galbraith

I am sending the hon. Member a copy of the reply which I am sending to the hon. Member for Wallsend (Mr. McKay). We are not satisfied that the provision of public conveniences is a proper use of highway funds, on which there are so many demands for works which directly concern the safety and economic efficiency of the road system. However, we are considering whether there is anything that can be done, within the proper scope of highway responsibilities, to counteract the abuse of lay-bys.
