§ 64. Mr. Warbeyasked the Lord Privy Seal if he will make a statement on the Government's proposals for converting the Council of the North Atlantic Treaty Organisation into a supra-national body, able to take decisions or to make collective recommendations to member States in the field of military and external political and economic policy.
