Mr. Iremongerasked the Prime Minister if, as a supplement to the White Paper on Incomes Policy, he will publish a statement defining precisely the different relationships between Her Majesty's Government on the one hand and employees and employers on the other in the Civil Service, other types of public service, the nationalised industries and the private sector, respectively, and the machinery which is available to Her Majesty's Government in relation to settlements of pay claims in each case.
§ The Prime MinisterThe Industrial Relations Handbook issued by the Ministry of Labour describes the arrangements for settling pay in all these sectors, referring where appropriate to the responsibilities of the Government. I will certainly consider whether it would be helpful to publish a statement on the lines suggested by my hon. Friend, but I doubt whether it could usefully add to what is contained in the Handbook.
