§ Mr. PeytonThe use of water-filled bags in conjunction with solid stemming is common practice in the National Coal Board's East Midland Division. This practice is accepted as being as safe as other recognised methods of stemming but it has not been proved to be safer. It is for the Board to decide how widely it wishes to adopt it.
