§ Mr. Hornbyasked the Secretary for Technical Co-operation what arrangments he is making to make better provision for staffing overseas universities.
§ Mr. VosperI have, with the agreement of the British Council, set up a small Committee under the Chairmanship of Sir Charles Morris, Vice-Chancellor, University of Leeds, to increase the flow of staff from British to overseas universities by entering into arrangements with universities in Britain for the supply of university teachers on short-term secondment schemes, tailored to meet specific needs.
The other members of the Committee are Mr. John S. Fulton, Vice-Chancellor, University of Sussex; Sir Douglas Logan, Principal, University of London; Sir John Wolfenden, C.B.E., Vice-Chancellor, University of Reading; Professor M. M. Swann, Professor of 62W Natural History, Department of Zoology, University of Edinburgh; Mr. N. Leach of the Department of Technical Cooperation; and Mr. E. E. R. Church, C.B.E., of the British Council.
The arrangements I have in mind include easing re-entry to home universities, stimulating exchanges of staff and encouraging links between universities and university departments in Britain and universities and departments in other countries, for which purpose payments will where necessary be made from Commonwealth Education or British Council funds. The new committee will work closely with the Inter-University Council for Higher Education Overseas, the British Council's recruitment department and the Association of Universities of the British Commonwealth, whose valuable services in connection with the recruitment of staff and otherwise will continue.
