asked the Minister of Transport whether he is considering the advisability of introducing a measure to altar the law so as to oblige owners of land adjoining a highway so to fence it in order to prevent domestic animals from straying on to the highway and there causing damage to persons and property.

Mr. Marples

I agree that there is a problem here, but I have no highways legislation in prospect which would enable me to deal with it. In any case damage or injury to road users is only one aspect of the problem of straying animals. Nor is fencing necessarily the best, or the only, solution.
