asked Her Majesty's Government:

Whether, having regard to the last Report on Population Trends and more recent reports as to the rapid absorption of agricultural land for building, and that immigrants in numbers apparently now exceed migrants, they will indicate the upper limit in numbers of United Kingdom migrants now considered appropriate.

Since emigration from this country is a voluntary movement the question of an upper limit in numbers does not arise. In recent months a substantial increase in the number of inquiries from potential migrants has been reported.
