asked the Lord Privy Seal what is the policy of Majesty's Government with regard to the Soviet proposal to locate three black boxes inside Soviet territory, to which international personnel would have access.

We are at present attempting in Geneva to get a clearer idea of what the Soviet Union have in mind. We think that under certain conditions unmanned seismic stations could give further help with detection and if correctly sited could also help in some degree with identification of seismic events.

It is clear, however, that they could not identify all seismic events and thus could not obviate the continuing need for some on-site inspection.
