asked the Minister of Transport if he will take steps to enable a British subject, returning to take up residence in the United Kingdom, to be allowed a driving licence if he had passed a test in any Commonwealth country, without having to pass a second test in this country.

No. This would not be in the interests of road safety, since driving conditions abroad may differ widely from our own.
