asked the Secretary of State for War whether it is the custom for commanding officers of battalions to communicate with the War Office on operational matters.

The rules governing correspondence between the War Office and Army formations are sufficiently flexible to allow commanding officers of battalions to communicate with the War Office in certain circumstances.
