asked the Lord Privy Seal whether, during the discussions on inspection and verification at the Geneva disarmament conference, there has been a thorough examination of the Sohn sampling scheme; and what attitude to this scheme has been taken by the various powers.

Mr. Heath

On 20th March, my noble Friend told the Conference that he believed that inspection by sampling, which is the essence of Dr. Sohn's proposals, held considerable promise. On 27th March, Mr. Rusk said his Government were prepared to put forward detailed plans. The Soviet Delegation has not so far responded to my noble Friend's inquiry about their views or shown interest in Mr. Rusk's proposal for a special sub-committee to examine this subject. There has thus been no opportunity so far for thorough consideration of it or for ascertaining the views of other Governments.
