§ Mr. ProfumoYes. After careful consideration of the representations made to me on behalf of the Territorial142W Associations of both counties, I have come to the conclusion that in the case of these two units, one in England and the other in Wales, it would be more appropriate to describe their relationship as "permanently attached" rather than "amalgamated." The arrangements outlined in the White Paper, Command 1216, should therefore be regarded as modified to this extent.
