asked the Prime Minister whether he will now appoint a Secretary of State for Welsh Affairs, with a separate Department and with headquarters in the Principality of Wales.

No. The arguments were set out in my right hon. Friend the Prime Minister's letter to the then Chairman of the Council for Wales and Monmouthshire on 11th December, 1957. The text of this letter was published as a White Paper. In view of the striking advance that has taken place in the prosperity and general well-being of Wales since then under our present arrangements, my right hon. Friend sees no need to change them.
