55. Mr. Biggs-Davison

asked the Secretary of State for the Colonies if he will give details of the steps he took to consult the Government of the Federation of Rhodesia and Nyasaland about his constitutional proposals for Northern Rhodesia, having regard to the obligation of Her Majesty's Government, before reaching a decision on any proposed change in the Northern Rhodesia Constitution, to give the Federal Government the opportunity to comment and to take into account any representations therefrom; and what length of time was allowed to the Federal Government for this purpose.
