§ Mr. GodberThe system is that which is in force throughout the Government Service. It is based upon an 5W assessment of the harm which would result from the disclosure of each document to an unauthorised person, and on the provision of protection appropriate both to the assessment of the harm and to the risk of leakage in each particular case.
