asked the Lord Privy Seal whether he will set up a small committee to inquire how Members of Parliament can be helped in exercising more scrutiny and control over the work of his representatives on the various agencies of the United Nations.

Mr. Godber

No. I am satisfied that the existing Cabinet Committee machinery is adequate for ensuring that Her Majesty's Government's representatives receive adequate instruction. I do not consider that yet another committee would be advantageous nor that an inquiry is necessary.

asked the Lord Privy Seal if he will give the names of his representatives on the various agencies of the United Nations, and the number of staff employed by each of such representatives, with particulars of the work performed.

Mr. Godber

The following is a list of United Kingdom representatives to the United Nations and Specialised Agencies. With the exceptions of the United Kingdom Missions at New York and Geneva our representation on these various bodies is not in the form of a permanent representative and staff. The representative is in most cases a senior Government official supported as necessary by staff drawn from Ministries in London or from Her Majesty's Missions abroad.

United Nations, New York

The United Kingdom Representative to the United Nations is Sir Patrick Dean, K.C.M.G.: his Deputy is Mr. C. T. Crowe, C.M.G. The Permanent United Kingdom Representative to the Trusteeship Council is Sir Andrew Cohen, K.C.M.G., K.C.V.O., O.B.E. The United Kingdom Mission consists of 34 United Kingdom-based staff and 58 locally-engaged employees

United Nations, Geneva

The United Kingdom Permanent Representative to the European Office of the United Nations is Mr. E. Sniders, M.B.E. The United Kingdom Mission consists of 6 United Kingdom-based staff and 13 locally-engaged employees.

The Food and Agriculture Organisation

There is no Permanent Representative. Business between the Secretariat and the Food and Agriculture Organisation and Her Majesty's Government is handled by the Secretariat of the F.A.O. National Committee for the United Kingdom which forms part of the External Relations Group of the Ministry of Agriculture, Fisheries and Food. Mr. E. Roll, C.B., C.M.G., Deputy Secretary in that Ministry, is Chairman of the F.A.O. National Committee for the United Kingdom.

The International Bank for Reconstruction and Development: The International Development Association

The United Kingdom Governor is the Right Honourable Selwyn Lloyd, C.B.E., T.D., Q.C., M.P.; his Alternate is Sir Denis Rickett, C.M.G., C.B. The United Kingdom Executive Director is Mr. D. P. Pitblado, C.B. C.V.O.; his Alternate is Mr. G. M. Wilson.

The International Finance Corporation

The United Kingdom Governor and Alternate Governor are as for the International Bank for Reconstruction and Development. The Director and Alternate Director are Mr. Pitblado and Mr. Wilson.

The International Monetary Fund

The United Kingdom Governor is the Right Honourable Selwyn Lloyd, C.B.E., T.D., Q.C. M.P.; his Alternate is Mr. M. H. Parsons. The United Kingdom Executive Director is Mr. D. P. Pitblado, C.B., C.V.O.; his Alternate is Mr. R. H. Bonham-Carter.

The International Civil Aviation Organisation

The United Kingdom Representative on the Council of the International Civil Aviation Organisation, at Montreal, is Mr. I. Riddoch. Under-Secretary in the Ministry of Aviation. who has one secretary. His Alternate is Mr. Raffael, a Technical Director in the Ministry of Aviation.

The International Labour Organisation

The United Kingdom Representative on the Governing Body of the International Labour Organisation is Mr. G. C. H. Slater, C.B.E., Under-Secretary in the Ministry of Labour.

The Inter-governmental Maritime Consultative Organisation

The Inter-governmental Maritime Consultative Organisation has its Headquarters in London. There is no Permanent Representative of the United Kingdom, which is represented at meetings by appropriate senior members of the Ministry of Transport.

The International Telecommunication Union

There is no Permanent Representative of the United Kingdom. Business between the Secretariat of the International Telecommunication Union and Her Majesty's Government is handled by members of the Radio Services Department of the General Post Office.

The United Nations Educational, Scientific and Cultural Organisation

The Permanent Representative of the United Kingdom to the United Nations Educational, Scientific and Cultural Organisation is Mr. R. Morrison, Assistant Secretary in the Ministry of Education. There is also a United Kingdom nominee on the Executive Board of U.N.E.S.C.O.

The Universal Postal Union

There is no Permanent Representative. Business between the Secretariat of the Universal Postal Union and Her Majesty's Government is handled by the Postal Services Department of the General Post Office.

The World Health Organisation

There is no Permanent Representative. The United Kingdom nominee on the Executive Board of the World Health Organisation for the time being is Dr. D. Thompson, M.D., D.P.H., Deputy Chief Medical Officer in the Ministry of Health.

The World Meteorological Organisation

The Permanent Representative of the United Kingdom is Sir Graham Sutton, Kt., C.B.E., F.R.S., Director-General of the Meteorological Office. He is also a member in his own right of the Executive Committee of the World Meteorological Organisation.

The International Atomic Energy Agency

The United Kingdom Representative on the Board of Governors of the International Atomic Energy Agency is Mr. M. I. Michaels, C.B., Under-Secretary in the Office of the Minister of Science.

The representatives maintain relations with the Agency concerned, and where appropriate with their colleagues of other countries similarly designated, and deal with the ordinary business transacted between Her Majesty's Government and the Agency concerned, taking part where appropriate in the meetings of the Agency and its subsidiary bodies.
