§ Mr. BrookeIn my judgment a local authority cannot be said to be following a reasonable rent policy so long as it is subsidising the rents of tenants who do not need to be subsidised at all; or,38W where help is genuinely needed, is subsidising the rents to a greater extent than is necessary.
