§ 59. Mr. P. Noel-Bakerasked the Lord Privy Seal whether Her Majesty's Government will propose to the Security Council that the Council should ask the International Court of Justice to give an advisory opinion on whether it is legal for the Union Minière to pay taxes to Mr. Tshombe instead of to the Government of the Congo which has been recognised by Her Majesty's Government and by the United Nations.
