Captain Kerby

asked the Secretary of State for the Colonies why annual increments for having, in accordance with Colonial Regulations, discharged his duties with efficiency, diligence and fidelity, were paid to Mr. D. C. Hill for each year of his probationary service in Malaya, even after the termination of his appointment, in view of the fact that his appointment was terminated on the grounds of inefficiency.

The decision to grant Mr. Hill increments was a matter for the High Commissioner, and I have no information about the grounds for his decision.
