§ 68. Mr. F. M. Bennettasked the Secretary of State for the Home Department by what authority the Metropolitan Police require, when a vehicle is impounded for causing an obstruction, that only the individual in control of the vehicle at the time, as opposed to his duly authorised agent, or the owner of the vehicle, is entitled to collect it.
