60. Mr. G. Thomas

asked the Minister of Transport, in view of the high cost in time and money involved in the delay in Newport, Monmouthshire, caused to all-through traffic to Cardiff and West Wales, whether he will now announce his target dates for a by-pass road around Newport, and for a second bridge over the River Usk.

Preparatory work on the by-pass is proceeding as quickly as possible, but I am not yet able to say when constructional work can begin. I understand that the Newport Corporation intends to promote a Bill next Session to provide for a second bridge which would be a classified road project. In the light of other pressing urban road schemes, I cannot yet say when a place can be found for it in the programme for grant.
