As I have already explained to the House, it will be necessary, during an initial period, for the existing Air Transport Advisory Council

to continue to function in parallel with the new Air Transport Licensing Board. In order to ensure satisfactory coordination of the work of these two bodies and a smooth transition from one to the other, I thought I could not do better than to invite Lord Terrington, the Chairman of the Advisory Council, who commands widespread confidence, whether he would be willing to take on for a while the additional post of Chairman of the new Licensing Board; and he has expressed his readiness to do so.

I will announce the names of the other members of the Board in due course.
